Larry T. Yok, MBA, DPhil, SPHR, SHRM SCP

I have been engaged in the human resources profession for more than 40 years. My area of specialty is labor relations. I was the chief human resources officer (CHRO) or supervised the CHRO throughout my career. I was a senior executive in transportation, public utilities, health care, and higher education organizations, and local governments.   I also was a private consultant in labor relations for 10 years.

I have a Bachelor of Science degree in public administration, a master’s degree in business administration in finance, and a doctorate in economic development studies. I am a certified Senior Professional in Human Resources (SPHR) by the Human Resources Certification Institute (HRCI) and Senior Certified Professional (SCP) by the Society for Human Resource Management (SHRM).

Dawn Thomas

Dawn is a human resources professional with 20 years of progressively responsible experience as a Human Resources Generalist, Classification/Compensation Analyst, and trainer, working with a wide range of executive-level management, employees, and academics. Dawn previously worked in higher education for both the California State University system and University of California system. Currently, Dawn works for Pierce County's Information Technology Department providing a full range of personnel consulting and coaching to staff and management. Dawn’s additional experience includes recruitment, employee relations, and management consulting.

She completed her Master's Degree in Public Administration in 1996 from California State University, San Bernardino.

She has been a Certified Compensation Professional through World@Work (formally known as the American Compensation Association) since 2003.

She has served on the steering committee for the Milliman Public Employers Salary Survey for Washington. Dawn is currently serving on the King County Personnel Board.She is also a member of the International Public Management Association for Human Resources (IPMA-HR), Western Regional Chapter.
